WHEREAS, Donald Grey Pendleton, Sr., one of the founders of Virginia’s community college system and a six-term member of the House of Delegates, died on January 14, 1995; and

WHEREAS, a native of Lynchburg, Donald Pendleton earned his bachelor’s degree from Lynchburg College and his law degree from the University of Virginia School of Law; and

WHEREAS, Donald Pendleton served in the United States Army during the Korean War and retired as a lieutenant colonel in the Virginia National Guard in 1966; and

WHEREAS, a practicing attorney for over 30 years, Donald Pendleton was the founding senior law partner at the law firm of Pendleton, Martin, Henderson and Garrett; and

WHEREAS, elected to the House of Delegates in 1965, Donald Pendleton served in the General Assembly for 12 years, from 1966 to 1978; and

WHEREAS, a member of the Counties, Cities and Towns and Courts of Justice Committees, Donald Pendleton also chaired the Committee on Health, Welfare and Institutions; and

WHEREAS, well known for his spirited advocacy, Donald Pendleton was heavily involved in restructuring Virginia’s Constitution and was instrumental in the creation of the Virginia Community College System; and

WHEREAS, Donald Pendleton also served as an assistant trial judge of Amherst County in the mid-1960s and as a director of the Amherst Chamber of Commerce during the 1970s; and

WHEREAS, a man of great personal integrity and a fighter for what he thought was right, Donald Pendleton represented the citizens of the 24th House District with passion, with effectiveness, and with great distinction; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of a distinctive, effective, and accomplished public servant, Donald Grey Pendleton, Sr.; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Donald Grey Pendleton, Sr., as an expression of the high esteem in which his memory is held by the members of the General Assembly and the citizens of Virginia.
