WHEREAS, House Joint Resolution No. 451, adopted by the 1991 Session of the General Assembly, established a commission to propose recommendations to improve and enhance economic development in the Blue Ridge region of the Commonwealth (the "Blue Ridge Economic Development Commission" or "Blue Ridge Commission"); and
WHEREAS, recognizing the breadth and significance of this mission, the General Assembly has continued the Blue Ridge Commission every year since that time; and
WHEREAS, House Joint Resolution 283 (1994) continued the Commission for another two years to enable it to pursue its examination of the economic challenges facing the region; and
WHEREAS, the Commission has received testimony indicating that a statistical profile of the Blue Ridge region will provide a valuable resource, especially to those persons and businesses interested in investing in the area; and
WHEREAS, Virginia Polytechnic Institute and State University has previously compiled and published such a statistical profile, but due to a lack of funds, has not done so since 1992; therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the direct costs of the Commission’s study, limited to $11,400 by House Joint Resolution 283 (1994), shall be increased by $5,000 to $16,400; of these funds, no more than $5,000 may be expended to compile and publish a statistical profile of the Blue Ridge region.
Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold the additional expenditures requested by this resolution.
