WHEREAS, for nearly three decades, Carl Franklin MacIntyre has taken an active interest in the rich historical heritage of the Northern Virginia area; and

WHEREAS, Carl MacIntyre’s research has taken him from Belmont and Sully Plantations to the life of a colonial surveyor to the discovery and authentication of one of the Commonwealth’s first highways; and

WHEREAS, beginning in 1978, when Carl MacIntyre first published his research on the location of Vestal’s Gap Road, a colonial highway that ran from Alexandria to the Valley of Virginia, he has argued persuasively for the preservation of parts of this unique part of Virginia’s early history; and

WHEREAS, Carl MacIntyre’s tireless research led him to the discovery of the location of land owned by Francis Lightfoot Lee, a signer of the Declaration of Independence--land now covered by Dulles International Airport; and

WHEREAS, as a result of his discovery, Carl MacIntyre has argued that the Dulles Airport terminal building, which rests on land owned and lived on by Francis Lightfoot Lee, should be named after Lee; and

WHEREAS, a resident of Sterling, Carl MacIntyre has served on the Loudoun County Open Space Committee and on the Loudoun Committee for the Bicentennial of the Constitution and, as a Friend of Claude Moore Park, has spent many hours volunteering his time, talents, and energy to the success of the park; and

WHEREAS, Carl MacIntyre frequently and willingly shares his knowledge, expertise, and enthusiasm for the history of Loudoun, Northern Virginia, and the Commonwealth with school children, civic groups, and the citizens of Loudoun; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Carl Franklin MacIntyre for his significant and ongoing commitment to the cause of historic preservation in Northern Virginia; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Carl Franklin MacIntyre in recognition of his unique and valuable contributions to discovering and celebrating the Commonwealth’s historic heritage.
