Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 22.1-138.1, as follows:

§ 22.1-138.1. Telephones and electronic communications systems in classrooms.

With such funds as may be appropriated by the General Assembly for this purpose, local school boards shall be required to equip each classroom in the public elementary, middle, and secondary schools of the relevant school division with telephones or other electronic communications systems to enhance the safety and protection of students and school personnel.
