LD7586629Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 11-1.2 as follows:
§ 11-1.2. Certain contracts for beeper service void; civil penalty.
No person shall contract to provide beeper or other electronic paging and signaling service to another, knowing or having reason to believe that the person contracting for the service is less than eighteen years of age and is not emancipated. Any such contract shall be void and unenforceable and the individual or commercial establishment offering such contract shall be subject to a civil penalty not to exceed fifty dollars for a first violation and a civil penalty of $100 for any subsequent violation. Any attorney for the Commonwealth of the county or city in which the contract was entered in to may bring an action to recover the civil penalty, which shall be paid into the state treasury. Any law-enforcement officer may issue a summons for a violation of this section.
