Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 11-2.1:1 as follows:

§ 11-2.1:1. Bill payment by mail; postmarks; late charges.

Notwithstanding any other provision of law, whenever payment of any billing statement or invoice is made by mail, the date of postmark shall be deemed the date of payment for the purpose of determining or calculating any late fees or charges in conjunction therewith.
