Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 30-19.3:1 as follows:

§ 30-19.3:1. Limiting introduction of legislation.

No member of the General Assembly shall introduce at any regular session of the General Assembly more than five bills. This limitation shall not apply to any bill that is (I) related to the administration of government and introduced at the request of the Governor or (ii) prefiled as provided in § 30-19.3.
