Be it enacted by the General Assembly of Virginia:

1. That Chapter 717 of the Acts of Assembly of 1980 is amended by adding a section numbered 14.06 as follows:

§ 14.06. Members of authorities, boards, commissions and agencies; appointment and removal.

Notwithstanding any other provision of law to the contrary, members of authorities, boards, commissions, and agencies who are appointed by the council shall be appointed for the terms established by general law but shall be removable at any time at the pleasure of the council by a two-thirds majority vote of the members of the council.

2. That an emergency exists and this act is in force from its passage.
