1995 SESSION
LD2526176WHEREAS, the 1991 U.S. Department of Transportation Appropriations Act included provision for the study of an interstate highway (I-73) from Detroit to Charleston, South Carolina; and
WHEREAS, the same act provided for the study of an interstate highway (the TransAmerican Transportation Corridor) linking the East and West Coasts of the United States, from Los Angeles to Norfolk; and
WHEREAS, the recent passage of the North American Free Trade Agreement (NAFTA) and the progress on the General Agreement on Tariffs and Trade (GATT) will result in changes in national and global trading and transportation patterns; and
WHEREAS, both of these proposed interstate highways will pass through, and in fact intersect, in Virginia; and
WHEREAS, individual localities within the Commonwealth have expressed different and often conflicting views on the location of these proposed highways; and
WHEREAS, the development of these highways has enormous potential benefit for the entire western, southwestern, central, and southeastern sections of Virginia; and
WHEREAS, a coordinated effort by all affected communities is necessary to secure these benefits, and such a coordinated effort should focus on routes that maximize the benefits of linking the two interstate highways in Virginia; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly request all parties to coordinate their efforts to locate these highways for maximum benefit for all Virginians; and, be it
RESOLVED FURTHER, That I-73 should generally follow a route entering Virginia at I-64 in the Alleghany Highlands, follow it to its intersection with Route 220, then track south to the Roanoke Valley and continue south through Franklin and Henry Counties, generally following Route 220; and, be it
RESOLVED FURTHER, That the route of the TransAmerican Transportation Corridor should enter Virginia near Bluefield, generally follow the Route 460 corridor through Giles County to Blacksburg, then intersect I-81 and proceed east through Lynchburg and the center of Virginia, generally following the Route 460 corridor to Norfolk; and, be it
RESOLVED FURTHER, That the General Assembly memorialize the Congress of the United States to attach high priority to the completion of the proposed Interstate Highway 73 and the TransAmerican Transportation Corridor, as they will prove vital to the prosperity of the United States in a changing and expanding global economy; and, be it
RESOLVED FINALLY, That the Clerk of the House of Delegates transmit copies of this resolution to the Speaker of the United States House of Representatives, the President of the United States Senate, and the members of the Virginia congressional delegation so that they may be apprised of the sense of the Virginia General Assembly on these matters.
