WHEREAS, the problems of homeless families, substandard housing, and the need for more affordable housing are common to all areas of the Commonwealth; and

WHEREAS, several community action and housing groups have made great strides in addressing these problems in Culpeper, Greene, Madison, and Orange Counties; and

WHEREAS, the Rapidan Better Housing Corporation, formed in 1990, provides emergency services to county residents, improves housing conditions for low-income families and the elderly and disabled, and rehabilitates existing dwellings to provide safe drinking water and proper sewage disposal; and

WHEREAS, the Culpeper Community Development Corporation has provided a variety of services since 1989 to over 2,500 individuals, including providing emergency shelter and transitional housing to over 400 people and assisting with construction and financing of affordable housing; and

WHEREAS, the Rapidan affiliate of Habitat for Humanity works to provide decent, affordable housing to people in Orange, Madison, and southern Culpeper Counties, has completed several add-on projects to upgrade existing homes, and will soon complete the construction of its first house; and

WHEREAS, the Orange County Committee for Affordable Housing has in the past year provided emergency home repairs in the Orange community and has spent nearly $150,000 for indoor plumbing and rehabilitation for existing homes; and

WHEREAS, Skyline CAP works with rental assistance programs in Greene and Madison Counties, operates an emergency homeless prevention program for families in crisis who are close to losing their homes, and cooperates with the Rapidan Better Housing Corporation on housing rehabilitation and emergency home repairs; and

WHEREAS, through the fine efforts of these housing assistance groups, many families in Culpeper, Greene, Madison, and Orange Counties received badly needed emergency assistance, home repair and rehabilitation services, and a decent place to live; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly salute the cooperative and effective efforts of these hard-working and dedicated housing assistance agencies; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare copies of this resolution for presentation to the Rapidan Better Housing Corporation, the Culpeper Community Development Corporation, the Rapidan affiliate of Habitat for Humanity, the Orange County Committee for Affordable Housing, and Skyline CAP as expressions of the General Assembly's appreciation for their efforts on behalf of the citizens of the Commonwealth.
