1995 SESSION
WHEREAS, the Hampton Family Resource Project, created to ensure that every child in Hampton is born healthy and enters school ready to learn, has achieved notable success through its Healthy Start and Healthy Family programs; and
WHEREAS, with funds appropriated by the General Assembly, the City of Hampton, the federal Health and Human Services-Community Integrated Services System Grant and in-kind and financial support from Hampton hospitals, government agencies, civic and social organizations, and local businesses, the Hampton Family Resource Project offers needed services to thousands of Hampton families; and
WHEREAS, in operation since 1992, the Healthy Start program provides individualized, comprehensive home-based support services to eligible pregnant women and their families; and
WHEREAS, the Healthy Start program currently enrolls 286 families, 30 percent of which include teenage mothers, and one excellent result of the program is a repeat pregnancy rate for teenage mothers that is less than half of the community average; and
WHEREAS, over 90 percent of the children enrolled in Healthy Start have received up-to-date immunizations and well baby care, compared with the state's average of 60 percent and Hampton's average of 40 percent; and
WHEREAS, the Healthy Family program, also begun in 1992, makes a variety of parent education programs available to approximately 11,000 eligible households in Hampton; and
WHEREAS, the Healthy Family program offers Young Family Centers, providing information through the Hampton public libraries; the Nurturing Program, parent education classes for parents of newborns through teenagers; the Healthy Stages Newsletter, available to all Hampton residents with children age five or younger; and Student Training on Pregnancy Prevention (STOPP), targeting the approximately 8,000 Hampton students in grades 6 through 10; and
WHEREAS, the Health Family program offers over 30 programs each year, has achieved a retention rate in parenting classes of over 80 percent, and has reached over 6,000 Hampton students through the STOPP program during the 1993-94 school year; and
WHEREAS, through its innovative, creative, and wide-ranging programs, the Hampton Family Resource Project has already had a substantial impact on the health of young families in Hampton; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Hampton Family Resource Project for its determined and successful efforts to improve the health and well-being of the young people of the Hampton community; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Hampton Family Resource Project as an expression of the General Assembly's admiration, gratitude, and best wishes for the future.
