1995 SESSION
WHEREAS, David B. Budd, Sr., a former special education teacher and administrator and a pioneering Fairfax County civil rights leader, died on January 13, 1995; and
WHEREAS, a native of Maryland and a veteran of two tours of duty in Korea with the United States Army, David Budd earned his undergraduate degree from the District of Columbia Teachers College and his master's degree in special education from George Washington University; and
WHEREAS, a teacher for several years in the District of Columbia, David Budd accepted a teaching position at Walt Whitman Intermediate School in Fairfax County in 1965 and was soon thereafter appointed Chairman of the Special Education Department's Program for Educable Mentally Retarded Students; and
WHEREAS, reflecting his interests in teaching and civil rights, in 1970 David Budd was a founding member of the Black Parents for Quality Education, a pioneering group involved in improving educational opportunity for black students; and
WHEREAS, from 1971 to 1974, David Budd served as President of the Fairfax County NAACP, serving during a time of great change for African Americans in the county and the Commonwealth; and
WHEREAS, during David Budd's tenure, African Americans won unprecedented at-large representation on the Fairfax County School Board; and
WHEREAS, dedicated to his family, to his students, and to the many people who looked to him for leadership, David Budd leaves a substantial and lasting legacy of service to the citizens of Fairfax County and the Commonwealth; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with sadness the passing of a fine Virginian, David B. Budd, Sr.; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of David B. Budd, Sr., as an expression of the General Assembly's respect for his memory.
