WHEREAS, created in 1971 by action of the General Assembly and by resolution of the City Councils of Hampton and Newport News, the Hampton-Newport News Community Services Board has provided vital services to Peninsula residents for 24 years; and
WHEREAS, the Community Services Board was established to provide a system through which all citizens are able to gain access to mental health, mental retardation, and substance abuse services; and
WHEREAS, operating on a local level and accountable to local government, the Community Services Board is uniquely qualified to provide rapid, flexible, and accessible services to its clients; and
WHEREAS, mental illness, mental retardation, and alcohol and drug abuse affect the lives of many citizens, directly and indirectly, and the Community Services Board remedies these afflictions through local prevention, intervention, and treatment efforts; and
WHEREAS, over the past 24 years, many volunteers have represented the Cities of Hampton and Newport News on the Community Services Board, which has built an enviable record of quality service to the citizens of Hampton and Newport News; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend the Hampton-Newport News Community Services Board for 24 years of exemplary service to the citizens of the Peninsula; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Cynthia Y. Williamson, Chair of the Hampton-Newport News Community Services Board, as an expression of the General Assembly’s gratitude for the fine work of this vital organization.
