WHEREAS, safety and discipline of students in the public schools have become issues of increasing concern for school officials, parents and communities across the country and throughout the Commonwealth; and
WHEREAS, in recent years, the Joint Subcommittee Studying School Crime and Violence and the 1993 Education Summit on School Violence Prevention have examined these issues in detail and have set forth a comprehensive list of recommendations upon which much progress has been made; and
WHEREAS, the 1993 Session of the General Assembly passed the Virginia School Crime and Violence Act, requiring that the Board of Education establish guidelines and develop model student conduct policies to aid local school boards in the implementation of such policies; and
WHEREAS, the 1994 interim report of the Governor's Commission on Champion Schools has reiterated the need to ensure a safe, orderly learning environment at school and set forth additional recommendations to improve school safety and discipline; and
WHEREAS, the Governor has acknowledged that the indispensable foundation for learning is a safe, stable school environment; and
WHEREAS, ensuring such an educational environment is a complex task, requiring the concerted efforts of schools, parents, and communities; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That school divisions and local schools are hereby encouraged to form safe schools committees to involve parents, community members, school officials, and students in efforts to develop, implement, and promote comprehensive school safety and violence prevention program initiatives; and, be it
RESOLVED FURTHER, That to supplement these school safety efforts, schools fully inform parents of the written code of student conduct, and that parents be encouraged to sign an acknowledgment that they have received and understand the school's code of student conduct; and, be it
RESOLVED FURTHER, That the Superintendent of Public Instruction be requested to provide a model statement for use by schools in achieving this objective; and, be it
RESOLVED FINALLY, That the Clerk of the House of Delegates transmit a copy of this resolution to the Superintendent of Public Instruction so that he may be apprised of the sense of the General Assembly in this matter.
