WHEREAS, the Department of Planning and Budget is implementing the Virginia Geographic Information Network (VGIN), a statewide initiative to meet the strategic geographic information needs of the Commonwealth; and

WHEREAS, the functions and tasks of VGIN could be accomplished in a more efficient and timely manner with the participation of private sector entities; and

WHEREAS, the products and services created and provided by VGIN will have considerable market value in the public and private sectors of the Commonwealth; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly request the Department of Planning and Budget to perform a comprehensive and detailed market analysis to fully determine the market value and marketability in the public and private sectors of the geographic information products and services to be created and provided by the VGIN program. A report documenting the Department’s methodology and findings shall be submitted to the Governor and the Chairmen of the Senate Finance Committee and the House Appropriations Committee by December 1, 1995.

The Department is requested also to perform a study of VGIN implementation alternatives for privatization, with the ultimate goal of reducing the expenditure of public funds, maximizing the participation and investment of the private sector, increasing efficiency, and improving service and product delivery. The privatization study shall take into consideration the strategic needs of the Commonwealth and shall include recommendations and draft documents that may facilitate the privatization of all of the functions and tasks related to VGIN, or parts thereof. The privatization study shall be completed by December 1, 1995, at which time a report shall be submitted to the Governor and the Chairmen of the Senate Finance Committee and the House Appropriations Committee.

Technical assistance for the study shall be provided by the Council on Information Management and the Office of the Attorney General. All agencies of the Commonwealth shall provide assistance to the Department of Planning and Budget, upon request.

The Department of Planning and Budget shall complete its work in time to submit its findings and recommendations to the Governor and the 1996 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for processing legislative documents.
