LD5820464RESOLVED by the House of Delegates, the Senate concurring, a majority of the members elected to each house agreeing, That the following amendment to the Constitution of Virginia be, and the same hereby is, proposed and referred to the General Assembly at its first regular session held after the next general election of members of the House of Delegates for its concurrence in conformity with the provisions of Section 1 of Article XII of the Constitution of Virginia, namely:
Amend Section 3 of Article VIII of the Constitution of Virginia as follows:
Section 3. Compulsory education; free textbooks.
The General Assembly shall provide for the compulsory elementary and secondary education of every eligible child of appropriate age, such eligibility and age to be determined by law. It shall ensure that textbooks are provided at no cost to each child attending public school whose parent or guardian is financially unable to furnish them.
When determining by law the eligibility and age requirements for compulsory elementary and secondary education, the General Assembly shall provide for required age-appropriate standards of student conduct for every eligible child.
