WHEREAS, the east end of Richmond has a rich history of cultural diversity that has played an important part in the development of Richmond and of the Commonwealth of Virginia; and
WHEREAS, the east end of Richmond in recent years has not enjoyed the full benefits of economic growth; and
WHEREAS, it is necessary for the well-being of all citizens of the east end of Richmond to promote economic development within their community ; and
WHEREAS, as a vital part of the history of Commonwealth of Virginia, it is necessary to preserve the rich historical background of the east end of Richmond; now, therefore be it
RESOLVED by the House of Delegates, the Senate concurring, That a commission be established to study the promotion of economic development of the east end of Richmond and to ensure the historic preservation of that community.
The Commission shall be comprised of 10 members to be appointed as follows: three citizens and two members of the House of Delegates, to be appointed by the Speaker; two citizens and one member of the Senate, appointed by the Senate Committee on Privileges and Elections; and two members of the Richmond City Council appointed by the Mayor of the City of Richmond.
The City of Richmond is requested to provide staff support to the Commission.
The Commission shall complete its work in time to submit its findings and recommendations to the Governor, the Richmond City Council, and the 1995 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
