WHEREAS, portions of Interstate Route 66 (I-66) in Northern Virginia are subject to high occupancy vehicle (HOV) restrictions that reserve the use of various portions of the highway to exclusive use by vehicles with more than one occupant; and
WHEREAS, portions of I-66 outside the Capital Beltway carry a HOV-2 designation, indicating their reservation for use by vehicles with two or more occupants, while I-66 inside the Capital Beltway carries a HOV-3 designation; and
WHEREAS, this change in designation causes confusion among motorists, especially those from outside the Washington metropolitan area; contributes to increased congestion on highways used by motorists as alternates to I-66 inside the Capital Beltway; and may lead to diminished safety as a result; and
WHEREAS, HOV designations on I-66 inside the Capital Beltway cannot be changed without federal approval; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the United States Congress be memorialized to take all actions necessary expeditiously to change the designation of I-66 inside the Capital Beltway from HOV-3 to HOV-2; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates transmit copies of this resolution to the Speaker of the United States House of Representatives, the President of the United States Senate, and the members of the Virginia delegation to the Congress in order that they may be apprised of the sense of the General Assembly in this matter.
