HOUSE BILL NO. 987 AMENDMENT IN THE NATURE OF A SUBSTITUTE (Proposed by the House Committee on Appropriations) (Patron Prior to Substitute--Delegate Baker) House Amendments in [ ] -- January 12, 1995 A BILL to prohibit publication and distribution of certain annual reports. Be it enacted by the General Assembly of Virginia: 1. § 1. Unless otherwise required by state or federal law or regulation, there shall be a two-year moratorium upon the general publication and distribution of annual reports of any state agency or institution of higher education receiving any funds from the state budget.

Nothing herein shall prohibit (i) any such agency or institution from making available, upon request, balance sheets, figures and such other information as may be requested of such agency or institution or from notifying the public that such information is available [ or , ] (ii) the Governor from specifically requesting such state agency or institution to prepare an annual report that he deems necessary [ , or (iii) any such agency or institution from using donated private funds to fully support the publication and distribution of an annual report ] .
