Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 2 of Chapter 40.1 of Title 2.1 a section numbered 2.1-639.4:1 and by adding in Article 2 of Chapter 40.2 of Title 2.1 a section numbered 2.1-639.33:1 as follows:

§ 2.1-639.4:1. Further prohibited conduct regarding certain bids on state contracts.

No officer or employee of a state governmental or advisory agency shall bid on a state contract directly or through a business in which he has a majority ownership interest except through competitive sealed bidding procedures.
