Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 30-19.1:5 as follows:

§ 30-19.1:5. Appropriation of funds dedicated to Transportation Trust Fund.

Any funds dedicated by any statute to the Transportation Trust Fund created under § 33.1-23.03:1 may be appropriated to another entity or purpose only by a two-thirds vote of the members present and voting.
