Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 46.2-726.1 as follows:

§ 46.2-726.1. Special commercial vehicle license plates with reserved numbers or letters.

The Commissioner may, in his discretion, reserve license plates with certain registration numbers or letters or combinations thereof for use on commercial vehicles. The display of such a license plate on a vehicle shall not, of itself, require that its operator hold a commercial driver's license issued under Article 6.1 (§ 46.2-341.1 et seq.) of Chapter 3 of this title.

The Commissioner shall by regulation provide for a definition of "commercial vehicle" applicable to this section and may promulgate such other regulations as may be necessary or convenient for carrying out the provision of this section.
