1. That Chapter 433 of the Acts of Assembly of 1962 is amended by adding a section numbered 3-8 as follows:

§ 3-8. Authority to remove or repair buildings.

The owners of property shall at such time or times as the Council may prescribe, remove or repair any building which has been partially destroyed by fire or other natural disaster; which is located within the Town of Leesburg corporate limits, including properties in a preservation or historical district and areas as provided in §§ 15.1-503.2 and 15.1-430 (which defines Historic area) of the Code of Virginia; and which is offensive to the viewing public or diminishes the value of adjoining properties.
