Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 1 of Title 30 a section numbered 30-12.1 as follows:

§ 30-12.1. Political party representation on committees of the General Assembly.

Membership on each standing committee of the House of Delegates shall be assigned proportionately to the political parties having the highest and next highest number of members of the House of Delegates and allowing for committee membership for Delegates who are not members of either such political party. Membership on each standing committee of the Senate shall be assigned proportionately to the political parties having the highest and next highest number of members of the Senate and allowing for committee membership for Senators who are not members of either such political party.
