Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 56-241.01 as follows:

§ 56-241.01. Rates of telephone companies between contiguous exchanges.

Every telephone company providing local exchange telephone service shall provide toll free, flat rate service between all contiguous exchanges. No initial flat rate increase resulting from the removal of toll charges shall exceed fifty percent of revenues from the toll routes eliminated pursuant to this section.
