Be it enacted by the General Assembly of Virginia:

1. That § 23-38.18 of the Code of Virginia is amended and reenacted as follows:

§ 23-38.18. Determination of bona fide residence.

For the purposes of this chapter, whether a student is a "bona fide resident of Virginia" shall be determined by the administering agency on a basis institution, consistent with the principles set forth in § 23-7.4 and regulations of the Council.
