Be it enacted by the General Assembly of Virginia:

1. That § 9-145.51 of the Code of Virginia is amended and reenacted as follows:

§ 9-145.51. Membership; terms; chairman and vice chairman; staff.

A. The Council shall be composed of the following eighteen members: one member of the House of Delegates to be appointed by the Speaker of the House of Delegates, one member of the Senate to be appointed by the Senate Committee on Privileges and Elections, the Secretary of Commerce and Trade, the Secretary of Administration, the President of the Center for the Innovative Technology, and a representative of the Virginia Chamber of Commerce. After consultation with the regional technology councils and regional Chambers of Commerce, the Governor shall appoint twelve members representing the geographic diversity of the Commonwealth.

B. The Council shall elect a chairman and a vice chairman from among its members and develop bylaws that govern the terms served by the members.

C. Staff support for the Council shall be provided by the Northern Virginia Technology Council. There shall be no direct costs to the Commonwealth from the Council, and funding shall be secured from private sources. Center for Innovative Technology.
