LD5008297Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 18.2-102.3 as follows:
§ 18.2-102.3. Newspaper theft; penalty.
No person shall take at any one time, from a newsstand or other point of initial distribution, more than five newspapers or other periodicals that are distributed on a complimentary basis without the consent of the publisher, and with the intent to impede or prevent the distribution of such publication, if the publisher has affixed, printed, or impressed upon such publication a notice on the masthead in bold type that not more than five such publications may be lawfully taken at any one time.
A violation of this section shall be punished by a civil penalty of not more than $500.
