Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 18.2-152.7:1 as follows:

§ 18.2-152.7:1. Illegally disabling operation of certain computer software; penalty.

It shall be unlawful for any person or entity to knowingly sell, license or furnish for use in any data processing center in the Commonwealth with multiple user, task, channel, processor main frame or file server equipment of 100 MIPS (millions of instructions per second) or greater capacity, any computer software (including, but not limited to, any update or other revision thereof) in which has been inserted or otherwise included any device or code which has the capacity of halting or otherwise disabling the operation of such software on a particular date. A violation of this section shall be punishable as a Class 1 misdemeanor.
