Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 36-98.02 as follows:

§ 36-98.02. Effect of Code on local personnel rules.

The Building Code shall not supersede any personnel rules or policies adopted by a local governing body to the extent that such rules or policies (i) apply generally to all local government employees and (ii) govern standards of conduct not related specifically to building code matters.
