Whereas, Deborah Cheatham is a loyal employee of the Commonwealth, employed at Eastern State Hospital for fourteen years as an office services assistant; and

Whereas, Ms. Cheatham is a single, working parent with one son, age thirteen; and

Whereas, in July 1992, Ms. Cheatham was diagnosed with stage three breast cancer, and further tests revealed that the cancer had spread to her lymph nodes; and

Whereas, Ms. Cheatham’s physician advised her that she was an excellent candidate for a stem cell transplant; and

Whereas, Ms. Cheatham underwent introductory chemotherapy treatment from September 1992 through November 1992, and intense chemotherapy treatment, including the stem cell transplant, from December 15, 1992, through February 11, 1993; and

Whereas, Ms. Cheatham has remained cancer-free since the time of her treatment; and

Whereas, the Commonwealth’s health insurance plan would not cover the costs of any treatment related to the stem cell transplant because the plan considered it to be experimental treatment; and

Whereas, the Ms. Cheatham owes approximately $25,000 to the medical facility providing her with the stem cell transplant; and

Whereas, Deborah Cheatham has no other means to obtain relief except by action of this body; now, therefore,

Be it enacted by the General Assembly of Virginia:

1. § 1. That there is hereby appropriated from the general fund of the state treasury the sum of $25,000 for the relief of Deborah Cheatham. This sum shall be paid by check issued by the State Treasurer on a warrant issued by the Comptroller, upon execution by Deborah Cheatham of a release of all claims she may have against the Commonwealth or any of its political subdivisions or their officers, employees, or agents.
