Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.1-1032.3 as follows:

§ 15.1-1032.3. No town or city in certain area for designated time.

No town or city charter shall be granted or come into force and no suit or notice shall be filed to secure a town or city charter for any thickly settled community prior to the year 2051 in any portion of the area generally described in § 15 of Chapter 589 of the Acts of Assembly of 1994, nor shall any portion of such area be part of a consolidated town or city, in any county which has adopted the county executive form of government and has a population over 200,000.
