Franklin County may limit the money available, under the provisions of § 3.1-796.118, for compensation to the owners of livestock and poultry killed or injured by dogs to an amount not less than one half of the funds collected from animal license taxes in accordance with § 3.1-796.87. Any funds for such compensation not utilized in any given year shall be carried forward from year to year and shall be used for compensation to the owners of livestock and poultry.
