JOINT CONFERENCE COMMITTEE REPORT

We, the conferees, appointed by the respective bodies to consider and report upon the disagreeing vote on Senate Bill No. 687, report as follows:

We recommend that the House Floor Amendment in the Nature of a Substitute be accepted with the following amendments thereto to resolve the matters under disagreement:

1. Page 3, House floor substitute, line 14, after report,

strike

        that a report has not been filed or

        2. Page 3, House floor substitute, line 15, after if the

        strike

        report or

        3. Page 3, House floor substitute, line 17, after If the

        strike

        report or

        4. Page 3, after line 22, insert

        D. For any report required to be filed between July 1, 1994, and the effective date of this act, the State Board shall give the notice required by subsection B of this section prior to assessing any civil penalty. If a penalty has been assessed for any such report and no appeal of that penalty has been received, the State Board shall notify the candidate and treasurer, or person or political committee, who filed the report that an appeal may be filed within ten days of the date of mailing of the notice by the State Board. 2. That an emergency exists and this act is in force from its passage.
