(SB1086)GOVERNOR'S VETO EXPLANATION
Pursuant to § 6 of Article V of the Constitution of Virginia, I am vetoing Senate Bill 1086.
This bill duplicates provisions of House Bill 2293, which I have already signed, creating the Virginia Economic Development Partnership.
This enrolled bill, however, includes an amendment, added over the objections of the patron, that excludes Cabinet communications and materials from the Governor's Working Papers exemption under the Freedom of Information Act. The amendment would undermine the necessary confidentiality of communications between the Governor and Governor's Secretaries, represents an unprecedented interference with the orderly operation of the Office of the Governor, and is unacceptable to me.
The patron concurs in my disapproval of this bill as amended and enrolled.
