§ 2.1-715 Declaration of policy and intent.
It is the intention of the General Assembly of Virginia that the processes of the Council on Human Rights or local human rights or human relations commissions and such rights and procedures as are provided by federal law shall be the exclusive means of resolving claims of employment discrimination and that public policies against discrimination in employment shall not be the basis for civil causes of action under Virginia law, whether in tort or in contract or based on a claim of public policy exception to the doctrine that employment is presumed to be at-will.
It is the policy of the Commonwealth of Virginia:
1. To safeguard all individuals within the Commonwealth from
unlawful discrimination because of race, color, religion, national origin,
sex, age, marital status or disability, in places of public accommodation,
including educational institutions and in real estate transactions; in
employment; to preserve the public safety, health and general welfare; and to
further the interests, rights and privileges of individual within the
Commonwealth; and
2. To protect citizens of the Commonwealth against unfounded
charges of unlawful discrimination;and
3. To resolve complaints of unlawful discrimination through the efforts of the Council on Human Rights or of local human rights or human relations commissions.
