(HB2088)GOVERNOR'S VETO EXPLANATION
Pursuant to § 6 of Article V of the Constitution of Virginia, I am vetoing House Bill 2088.
There exists no legitimate policy justification for this legislation, which waives compulsory training requirements for persons who were engaged in the business of private investigation before 1976 and have been so engaged since then. The waiver would be granted even to private investigators who have failed to comply with the compulsory training requirement since enactment of this statute in 1976. Thus, this bill would reward the flouting of legal obligations and would be patently unfair to private investigators who have complied with compulsory training standards.
In view of the nature of the activity for which this training is required, it would not serve the public interest to legitimize violations of this nineteen-year-old law by granting the blanket waiver established under this bill.
