On or after January 1, 1996, at least thirty days in advance of the issuance of requests for proposals for construction, notice shall be given by the Director to the chairman of the board of supervisors or mayor of a county, city or town in which the facility is to be established or expanded for the purpose of the confinement of inmates.

On or after January 1, 1996, subsequent to the acquisition of an option to purchase real property for the purpose of constructing a state correctional facility, but prior to purchasing the property, the Department shall notify the governing body of the locality in which the site is located of the purchase option, the intended use of the property as a correctional facility and the size and type of the facility. Upon such notice the provisions of § 53.1-19.2 shall apply. In the event of the expansion of an existing state correctional facility for the purpose of the confinement of inmates, at least thirty days prior to the issuance of a request for construction bids, notice shall be given by the Director to the chairman of the board of supervisors or the mayor of the city or town in which the facility to be expanded is located.
