(HB1672)GOVERNOR'S VETO EXPLANATION
Pursuant to §6 of Article V of the Constitution of Virginia, I am vetoing House Bill 1672.
This bill has a commendable purpose. However, this bill applies only to the City of Portsmouth, and Senate Bill 1051, which I have signed, accomplishes the same object, but applies statewide. I am returning this bill to avoid any potential confusion as to which law would apply in Portsmouth.
