SUMMARY:

Clean Air Act. Expresses the sense of the General Assembly that the Environmental Protection Agency should require the Metropolitan Washington area, a serious nonattainment area, to account for, rather than offset, any growth in emissions and should further allow "episodic" reduction measures to be used as part of the area's plan to meet standards for ozone pollution set by the 1990 Clean Air Act amendments.
