National EMS Memorial Service. Memorializes Congress to designate the EMS memorial service, held annually in Roanoke to honor EMS personnel who have died in the line of duty and sponsored by the Julian Stanley Wise Foundation, the Virginia Association of Rescue Squads, Inc., and To The Rescue, as the National EMS Memorial Service.
