SUMMARY:
Study the need for, and feasibility of, state regulation of interstate pipelines. Requests that the following issues be studied: (i) breadth of the state's authority over interstate pipelines under current state and federal laws, (ii) changes in law needed to implement an effective and efficient system of state regulation, and (iii) level of funding necessary to implement such a state program.
