SUMMARY:

Alternative financing for capital costs for public education. Establishes a select committee of the Senate Finance and House Appropriations Committees, and the Commission on Equity in Public Education to study alternative financing methods for capital projects for public education in Virginia. Among other things, the Committee is requested to review current funding practices in the Commonwealth and other states; anticipated construction needs in school divisions across Virginia and resources presently available to support these projects; and the feasibility and appropriateness of increasing the Commonwealth's participation in the capital costs of public education.
