Study; taxation of retirement benefits, Social Security, and VRS retirement benefits. Establishes a joint subcommittee to study the Virginia retirement subtraction, the treatment of Social Security under the income tax, and the retirement benefits of state employees, including the VRS multiplier and the health care credit.
