SUMMARY:

Medical and dental scholarships. Transfers the dental scholarship program currently administered by the governing board of Virginia Commonwealth University to the Board of Health. The measure also establishes a scholarship program for certain students who agree to repay the Commonwealth by practicing in Virginia's medically underserved areas. Annual scholarships, as provided in the appropriation act, will be awarded to students entering a dental hygiene program in Virginia. The Board of Health regulations will establish the applicants' qualifications, criteria for awards, standards to ensure that scholarships increase access to dental hygiene care for indigents and recipients of public assistance, assurances that minority students and residents of medically underserved areas will be given preference, methods for reimbursement should the recipient fail to complete the program or the required service, and other matters. The program is similar to existing medical and dental scholarship programs. Section 23-37.1 currently authorizes 12 annual scholarships of $500 each for dental hygiene study; the program, however, has not been funded in recent budgets. Finally, this measure adds minority students and residents of medically underserved areas to those students to be given preference over nonresidents in awarding medical scholarships.
