SUMMARY:
Tax increment financing. Amends the Tax Increment Financing Act to permit localities to contract with industrial development authorities to pay project costs or debt service on authority-financed projects. This mechanism is intended to permit counties to utilize tax increment financing without a referendum because no county debt will be issued. Any contracts entered into with an industrial development authority will contain a subject-to-annual-appropriation contingency. This bill is part of the Disney package.
