SUMMARY:

Designation of facilities to be critical hazard facilities. Gives any joint local emergency planning committee that serves any county operating under the urban county executive form of government (Fairfax) and serves a city having a population of between 19,500 and 20,000 (Fairfax) the authority to designate any facility within its emergency planning district that has an aggregate storage capacity of at least one million gallons of oil or the potential for the sudden release of 10,000 pounds or more of flammable liquids or gases as a critical hazard facility. This authority is subject to the requirements and restrictions of Subtitle A or Title 3 of Public Law 99-499.
