SUMMARY:

Conflict of Interests Acts; ban on honoraria; limit on General Assembly members accepting certain board memberships. Prohibits the Governor, Lieutenant Governor, Attorney General, Governor's Secretaries, and heads of state agencies from accepting honoraria over $200 in value for appearances, speeches, or articles in which they are providing expertise or opinions related to the performance of their official duties. The bill also defines "honoraria." The bill prohibits a General Assembly member from accepting appointment to a board or body of certain for-profit corporations or entities regulated by the State Corporation Commission if two other members of the General Assembly already serve on the board or body. It also directs the Senate and House Standards of Conduct Committees to establish guidelines for members on the acceptance of gifts and honoraria.
