SUMMARY:

Conflict of Interests Acts; prohibitions on post-service activities; penalties. Adds a "revolving door" prohibition. The bill specifies that (i) legislators are prohibited from representing a client, person, or group before the General Assembly and the legislative branch agencies for one year after the end of their service as a legislator, (ii) legislative branch officers and professional employees designated by the Joint Rules Committee are subject to a similar one-year ban, and (iii) higher level officers and employees of state government are subject to a similar one-year ban with respect to representing persons before their former agency if they are subject to lobbying registration requirements. Violations of the new restrictions are subject to the penalties applicable to other conflict of interests law violations including Class 1 misdemeanor penalties and other sanctions.
