SUMMARY:

Certain state distributions to local governments. Amends current statute which provides that when a local government program is consolidated, state funds will be distributed for a period of five years to the entity carrying out the program at the same level as if the consolidation had not occurred by declaring that "consolidation" includes the reversion of a city to a town and that such continued funding shall include situations where the consolidating localities continue to provide certain services independently.
